Buying commodities in installments (2)

Question:
My question is: Is it OK if the charges they are billing are more than the actual commodity value?

For example:

1. Commodity value is Sr. 3500 and the company will bill us Sr. 4200 which we must pay during the specified time. If we cancel complete agreement then they will charge extra.

2. Some of companies don’t ask for extra charges in case we fail to pay the installments according to agreement. But they will take back their commodity and the installments which we paid to them

3. Some will consider that money as rent and will never charge anymore.
I need to know if I go through 1st option i.e. I agree to pay of Sr. 4200 while the actual value is Sr. 3500 and pay the installments within specified period. Is it Haram? If not then what exactly it is?
I am sure that if I buy the laptop I can fulfill the installments within the specified time. (Insha Allah)

Response:
My understanding is that so long as you have the option of returning the laptop to the seller in case you want to discontinue with the arrangement, it is not riba. However, if you don’t have the option of returning the laptop, then it is not a good arrangement from the point of view of the seller. You are still not guilty of doing anything wrong, because you are the person who is being exploited. You are not the exploiter.
