Is it legitimate to kill innocent people of UK/USA for the innocent people killed in Iraq?

With reference to Al-Baqara, 178 & Al-Maeda, 45 which explains the law of Qisas “Life for Life”. Then why not innocent people of UK/USA for the innocent people of Iraq?

"Life for life" means that the life of the killer can be taken as a revenge of the life he took of an innocent person. However, even if you know who the killer is, you can't kill him yourself. It will have to be the court of law that would decide through investigation that the crime of murder has been established. Only then the killer can be killed. In other words, the principle of "life for life" has to be applied by an Islamic state by adopting the proper process.
Those who are attempting to kill innocent people in USA and UK are committing an unpardonable crime. Muslims are killing innocent people because they think that some of their innocent people were killed. However, the ones they are killing were not the ones who killed Muslims. What these Muslims who kill innocent non-Muslims (and sometimes Muslims as well) are doing is that they are following the policy of "killing innocent people as a revenge for killing of innocent people". Their logic is ridiculous, criminal, and un-Islamic.
