Birth control in an Islamic state

Question:
An exploding population is a problem for most third world countries. Does an Islamic State condemn a birth control programme?

Response:
Islam would not like birth control to be done because of the understanding that increasing population would cause shortage of food and other necessities. Allah is our Provider for all such needs. However, if the concern is the health of the mother and children or the concern for their proper upbringing, then such measures can be adopted which don't necessarily amount to killing of babies. Killing children, whether before their birth or afterwards is completely haraam.
